Effect tab problem

I`m new with Flash, and I have problems using my effect tab.

Ex. I have a picture that I would like to fade off slowly. I inserted a keyframe to frame 10, and then I would like to go to the effect tab and select brighness from the drop down menu, but I can`t because the effect tab is all greyish. :hangover:

What do need to do so that I could use the tab?

Your picture has to be converted into a symbol!

here is what i do to fade a picture for example ::

1.convert the picture to a graphic
2.create a new movie clip
3.edit the movie clip
4.insert the graphic(picture) inside the movie clip
5.in the first keyframe put the alpha of the graphic to 100%
6. insert keyframe in keyframe 10
7.set the alpha to the graphicin keyframe 10 to 0%
8.righ click on key frame 5 and click “create motion tween”
