First I used the “clouds” filter, then i added a “Plastic… something” filter and then I solarized it and voila… and I added the text… somehow… 
nothing much…

LOL. George Bush had to get surgery to get pollops removed from his colon for testing for cancer or something. I remember he transferred all power to the vice president for that one day.
