I have a problem with the Flash and the popup navigation.

I have a table on the left and a table on the right. My popup navigation is on the left and my Flash photo gallery is on the right. Now as you can see, when you put the cursor on Information button, the popup navigation is hidden under my Flash photo gallery. How do I fix that? Some people say to use PARAM VALUE=TRANSPARENCY. I tried it and it didn’t work.
