Just a bit ago I was asking for free high quality icons -
I don’t know why I didn’t think of this before, but open source software uses GPL and free based icon sets.

Tons of nice icons with basically no restrictions if I’m reading everything right. The software using them is open source, so the graphics are open source as well.
