Help with simple scrolling bar

I need to create a sliding bar that controls the movement of this body of text I have. I attached a JPEG so you know what I talking about. I need to have the text scroll up & down into the viewing area as I drag the little grey bar up & down the line toward the arrows. I see this done all the time, but I don’t know how its done…thanks alot!
