I think you need to study more about web development and design. It would be very difficult for you to just on in! 
BTW, you should post in the appropriate topics in the forum.
1.) You control the sound with the Sound object, check out the “Sound(object)” section of the Actionscript dictionary.
pretty easy- sound.start(); or sound.stop();
2.) Check out [COLOR=red]this tutorial[/COLOR] for scrolling text in flash
3.) Check out [COLOR=green]blogger.com[/COLOR] for info on message board software.
