Hi, Guestbook with PHP script issue

And I was also going thru the new tutorial for the guestbook using PHP script. I did everything right, but when I’m trying to test it, it doesn’t work. Even when I download the done version from Kirupa…Does it need to be already uploaded on net to put it into work? Thanks, for help
