How do I create an interacive India map

[LEFT]Assuming that I have an India outline map with me, how do I make it interactive in the sense that, the states when the mouse is hovered over them, zoom out or pop up with glistening colours. Pls guide me over my EMail ngchandan@gmail.com.

what i think you should do iz to:

  1. layer 1 = the map
  2. convert the each of the states to buttons with 3 different states
    3.place the states on the layer 2(name it “buttons” or “states” etc)

and here you go:)

I will have to break the states or ungroup them if I have to do this, right? How do I break or ungroup them? Pls let me know.

Use a graphics program to make cut out images of the states and import them, along with the whole map into flash. Then overlay the cutup states over the whole map and make them buttons.
