How do I do motion blurring?

Can someone how I can do motion blurring?
OK… so I can open up Photoshop and just do a blur.

What I’m talking about is when you have one screen shot and you zoom into a small part of the screen… and you kind of have a blurred motion effect.

OK… so your lost… and don’t understand what I’m talking about!
