In photoshop go to filters>>blur and pick your blur type. FOr what you have shown looks like radial blur. Then in flash transition between a blurred version of an image to a clean one. Some nice 3d on that site

no your right about it being used mostly for video, but you can do some really cool things with it and compress it with something like sorenson squeeze and bring it into flash to achieve some really impressive results.
I really wouldnt waste time doing blur in post production. As you are right it is for special effects. Most 3d apps have motion blur that you have more control over in production. But with careful planning you can pull off those effects with 2-3 images and some good tween transitions. The key is trial and error.
i might delve into after dark though…
the purpose i want to use the motion blurring is for a flash application on cd rom.
so bandwidth is not an issue.
