How do I lock the vertical scroll bar or get rid of it?

I am looking for a method to to get rid of the vertical scroll bar. My page does not use frames of any sort. I figured out how to do it in ie using css overflow function but it is only effective in IE. Is there anything that you guys know of that can be used in Netscape?
