hello!
i have this flash movie, and i want to make the white transparent, so the text in blue appears on the black background without seeing the white flash movie background.

Why not just make the movie background black? If you go to the Properties panel of the movie, you should be able to select a different colour background. 
I want to put that movie in a HTML, and the flash movie will be over a picture. I read a tutorial on kirupa by making flash movies transparent but it didn’t work!

The transparency is set in the html Object and embed tags.
Go to “File/Publish Settings”
Click on the tab that says “HTML”.
Choose the options for “transparent”,
then hit “publish”.
Now… in the folder where the FLA is saved, there should be an HTML file with the same name. Open it up with a text editor and you’ll see the whole embed and object tags. “=transparent” is what you’re looking for. Just use the same format in any html that you create and it will always be transparent.
Keep in mind that some versions of NN will not do transparent, so even if you set it, you may get a person viewing the site who still sees the white block.
