How do they do that?

I have seen a banner, lets say 486x60 with html content all around it. However somehow the flash generates a larger flash animation, that is much larger then that. And it sits on top of all the other content (this part I can figure out), I just can’t figure out how to get the small flash have a larger flash come out of it.
