How do they get the arrows to animate like that? Masking? IF so, can someone point me in the right direction? Where might I learn more about this?

How do they have smooth transparent pictures in the flash movie? Its like they’re JPEGS, but with transparency. I know that JPEG doesnt support transparency and gif doesnt support partial transparency, could these be PNGs?
Where can I learn how to do this?
