I have a NTSC xbox 360 from U.A.E, do i have to be in U.S to repair it?

I bought a xbox 360 from U.A.E but it was NTSC, but suprisly the xbox accepted PAL games and NTSC games at the same time, and its 100% legal! so i need now to send it to fix in U.A.E. Do i have to be in america to fix it, i asked a similar question like this before but some tell me you should be and some no. So i need a final answer because im sending my xbox from israel because there is no support in israel to U.A.E to my brothers to fix it. i asked microsoft but it didnt reply me . so please i need a final answer, and if u can websites can help me with this. thanks.
