I looks like it’s just a straightforward animation of a rectangle that bulges in and out while scaling in size.
IT SEEMS NATRUAL THE WAY IT COMES UP, I THINK THERE WOULD BE SOME ACTIONSCRIPTING TO IT RIGHT? DO YOU THINK SO? I DONT KNOW. IM VERY NEW TO WEBDESIGN

The anwer I got was to make the box, then use the white arrow tool to shape it the way you want it to “bubble” and then tween them together.
I havent tried, but I think that should work for you.
BTW, there’s no need to shout

No actionscript involved with it. Just good old fashioned tweening.
