Jump to keyframe condition counter

I made a jeopardy game that works perfect except trying to get the game to go to final jeopardy once they finish all the questions in the first part of the game. the questions are on separate frames and all on the same layer. the buttons linking to the questions on all on the same frame but a different layer then the questions. how can it set a counter when someone clicks on the buttons to open the questions to count the times clicked and put a condition on the right answer on the right answer on each so if the condition is met, (all the questions have been met it wiil go to a specific frame?
