Well, for one thing, Scott McClellan and Joe Lockhart would not say that about the candidates they are working for. And the words Satire / Borowitz report gives it away

Actualy I’ve seen Bush in a debate from his election to governor campaign, and… well, I was surprised, he rukused the competitioned, I dont know if he plays dumb, but it was almost as if it wasnt him up there. But he has been known to be drilled very well.
