you can do that, with fscommand
but you have to publish your movie in a flash projector file (.exe)
and you have to create a directory where your exe that you want to launch has to be in, and call the directory fscommand
in flash
fscommand(“exec”, “somefile.exe”)
or u use a 3rd party tool like jstart from www.flashjester.com
