It is controlled by the main swf. When you load an swf into another movie, the swf will inherit it’s framerate.
The loaded movie inherits the main movie’s FPS rate.

Why ? If they wouldn’t have made it so, it would be total chaos when loading a movieclip into another with different framerates …
You can trick the flash player and simulate a frame rate change.
