Does anyone have any idea how to create the mouse over effects on these menus:

A flash of “light” goes from left to right? I assume, this is nothing to do with AS. Any tips?
2.http://www.jorgealcaide.com/
The background on the text button constantly pluses, changing alpha. Any ideas? A border appears and shrinks to the size of the rectangle?
