But I wonder how they code the navigation bar and make the navigation bar become smaller when the mouse rollover to it…
how they do it?

looks like the bar has 2 behaviors to change its size; big and small.
when the mouse is under the bar, the bar scale starts to diminish, and when its over it, its gets bigger.
they do it by geting the mouse y position and checking if it is bigger or smaller than the bar y. if its bigger it would mean that the mouse is under.
then they sum a number to the scale according to that(sum -1 if its under, sum 1 if its over).
now i get the idea…
