Need advice (advanced annotation of video)

Ok i just want some advice on my current project. How-to’s, Don’t-do’s etc.

What i am creating is a presentation of an incident captured on CCTV. There will be quite a few videos (about 10) totalling around 40 minutes of video. These video clips need to be easily controlled, so a seekbar, play/pause, fast forward etc need to be included.

All of the videos will need to be annotated. What i have to do is track the movements of about 10 people - suspects and victims. So a small circle on their chests just following them around the video. All of the circles need to have on/off buttons so they can be displayed in all possible varieties. This is to stop the video getting cluttered with lots of circles so it is still easy on the eyes. So man A. tracked with a red circle can be displayed, until his own button is pressed to turn off his circle, then man C. and man D. both have their circles pressed on to follow their movements. All the while the video will play constantly.

So as i understand - if i was to play the videos from external flv files i would be able to use the FLVPlayback controls to have all my desired easily usable controls. How would i then track the people? Is it possible to track them within Premiere Pro and then still have buttons to turn the circles on and off or would they just be embedded and part of the video?

If i was to embed the videos in movieclips i would be able to see the video on the timeline and so it would be much easier to track the people using flash CS3’s tools, and they could be turned on and off pretty easily. This way i can’t seem to use the FLV Playback controls to control the clip. Also, isn’t this way going to make my .exe file sluggish and bulky having 40 minutes of video embedded onto the timeline?

Ok i hope i have made myself clear, if not then ask questions and i’ll clear it up. Desperate for advice here because i’m teaching myself this as i go along, but i’m still expected to create impeccable results by my boss lol
