Does anyone know the script to make an image zoom in and out but WITH constrain (tt means up to a certian size can no longer aoom in or out)?

How can i draw on an image (which can be zoome din and out) and make the drawing follow the zooming in and out of the image (eg. i have this pic tt has a house n a tree. So what i wanna do is to zoom into ta part of the house, draw n the n zoom out, the drawing zoom out too remaining at the same spot where it was drawn on)?
