Yes it is… But sometimes you don’t want realism. 
Personally, I like cell shading (or my approximation of it), as it gives a good effect to the anime / manga style of character and scenery that I draw.
It depends on what you’re aiming for as to whether cell shading is suitable.
Yeah cell shading is cool. I personally do not favor it. But uni did quite a unique job on the hulk. Like kit said sometimes it is the order of the day and sometimes it is not.
