I’m looking for ways to ban people forever (or for a long time) that are better than the traditional cookie and IP banning techniques, which are easily worked around.

[] If not - I’ve seen traffic tracker sites that can tell which city and country a user is from. Couldn’t you just ban the whole city if one dude from that city is screwing up your site? How does PHP do that?
