Point & click database?

I need to build a basic course/event managment system, I was thinking of doing it on a intranet server with php but I would rather do it stand alone - Im no good with access, but im sure I got some software a long time ago on a cover-cd that let you build and compile basic database apps- anyone heard, or know of anything like this ?
