Can anyone tell me what is going on with this?

the rollover ‘popup’ menus were created with fireworks and layers assembled with dreamweaver. The menus are on top and opaque with every browser EXCEPT internet explorer… What am I doing wrong for this to work? any guesses?
Let’s face it, the general population in USA uses explorer with the Windows operating systems. I have to fix this, please help!
