I do not want users to be able to seek, just to play/pause. How can I have the seek bar but make it not interfaceable by users?

If a user plays a video on one page, but then opens a new tab or new user agent to visit a new page, I would like my video to pause, so that upon their return to my page, they can choose to resume playback from when they left the page. How can I make it so that only one video can play at a time, and only on the page that has focus.
Please point me in the right direction!
