Hmmm smart.
To me it looks like he used two images. The guy is JPG blurred (you can save JPG’s with its own blur which decreases filesize and doesn’t look so bad when sized up). The second image is a transparant PNG with the logo thing, that one is quite large so it is only resized to smaller dimensions.
That’s what I think and how I would create it. Pretty smart, but it works only in this blur/focus setup, otherwise the image of the guy would eat up too much space.
I was imagining that he could have used this resize system (see attatched)
