Scroll bars from scratch

It seems the entire flash community has gone lazy with the advent of the infamous scroll bar component. I want to make an object that will scroll a movie clip on a diffrent layer. ( I dont want to have to have the scroll bar on the same layer as the content that is to be scrolled) I used to be able to do this in Flash 5 but now that code no longer works and I am currently actionscript retarted so I can’t fix it. Could someone please tell me what to do? If you tell me “Use the scroll pane, derrrrrrrr” I’ll slap you.

all right, but I also need to scroll images and the such. Will this allow me to do this? I don’t want something that is just going to scroll text. That’s no good.
