Scrollbars when publishing 100%

hi, i search for this everywhere but cannot get an answer. how can i have the browser scrollbars when i publish the flash movie 100 % No Scale? some people with 800 x 600 resolution cannot see the entire site and cannot scroll it. is there a way to do this? any help would be apreciated.
