Looking for help. I would like to create a scrolling background for a web site (something that functions like the old 2d pane scroller games). Does anyone know of any books/articles that address this functionality?

What is the background supposed to do? I just don’t know how those games functioned that you were mentioning.
Masks. 
I too don’t really understand what you’re asking, include more details… but I think using a Mask is what you’re looking for.
Maybe he means like a continuously scrolling background with another background layer over it that scrolls at a slower speed?

It’s just a looped animation. If you know how to make Motion Tweens, you can do something like this in seconds.
