Snow Tutorial Question

I’ve used this tutorial to make some snow on my background. It works. But there is one problem. When I create this effect and add another layer on top of the effect layer the effect is still on the top layer. So it is always on top. I do not want this. I want it to be on the effect layer and not on top of the other layer. Can anyone help?
