Surely this is easy...load jpg with preloader

I’ve searched. I’ve tried everything I can think of to try. I know everybody’s busy, but I’m banging my head against this wall for hours now…I know this is something easy. Also, I should mention that this clip gets loaded into another which gets loaded into the main movie clip. What am I doing wrong?! Help!
