Here are few things that should be followed by designers to attract visitors:

Relevant Content - all efforts will go in vain if the content on web
pages of low quality, content should be interseting & engaging. -
Layout - an untidy layout is good enough reason prompting a visitor to
press “back” button. -
Avoid Unneccessary Flash Elements & Frames : they make your website heavy thus increasing the load time. Load time is one of the ranking factor taken into consideration by Google Algorithm.
These are some of the aspects which if taken care of will yield good results.
Also color combinations, easy navigations, contemporary look & feel are other dimesions which designers shouldn’t neglect.
