User title request from member

This is a question for kirupa and any other mods who know the answer.

Blue sent me this private message:

Hey! I noticed your User Title was green, and I imagine you had to directly edit the sql data. i was hoping you could change my user title to “yeah” in a blue text. That’d be awesome if you could, cheers :?)

Whats the rule on this?
