depending on what version of photoshop(cs2+) you should be able import(your copy and paste) your vectors to photoshop as smart object, paths, shape layers or raster. If you don’t get this selection when you paste your vectors into photoshop check illustrators preferences on how it handles it’s clipboard data.
I believe you need to Place… the Illustrator file (found under the File menu).
^ not really, place would import the whole file (as a smart object), and sometime you just want to bring in your selected vectors from illustrator quick and easy without having to save the ai file out. Also if you want to have the options like i said before / smart object, paths, shape layer or raster you can only do that with paste.
copy and paste should work, if anything the common issue is with photoshop and at times the clipboard does not register with photoshop. There was another thread about this where i mentioned trying to purge the photoshop clipboard which most of the time fixes that issue for me.
Or you can export the paths you create in photoshop into an illustrator format and open them there…
