Web employment site solution

I am gonna do a job for a new company that wants to have a site like www.monster.com or something… maby less advanced, but still, It´s suppose to be easy to update with new jobs, see a detailed job description when u click a link, with a mail form that sends it to the employee… They also want a admin funcition that makes them able to change banners, and stuff like that… have any ideas for which way to be the easiest to do this, or is there any templetes ? ?
