Deleting those folders are harmless, I think. They usually contain the backup files like Niann said whenever you update or install new components to Windows. I think Windows uses those folders for the roll-back feature for drivers (solely in XP). Try moving all the folders to some other location and reboot. If everything looks fine, and you’re willing to do so, go ahead and delete them.
There seems to be one folder that it refuses to delete. It keeps on saying “Access Denied.”

most likely the folder is being used or it’s important and shouldn’t be deleted
or perhaps it’s just windows being windows (sometimes it won’t let me delete something because the program is “running” in the little side panel preview thingy).

It happens to me all the time, I’d use something some file, but then I can’t delete it until I restart.

Yeah, that’s a bug (among millions) Windows XP has. I believe it may have something to do with its indexing feature. A way to delete a file is through DOS; 7 out of ten times, if you can’t delete a file through Windows, you can do it through DOS.
I turned off my indexing service in the Windows Management place and also under Properties in My Computer.
