is a photo that looks like the girl is underwater. so i started and got stuck on 2 step i started making my water effect with the pen tool, but instead looking like the picture in the example the pen tool cut the selection and colored black,. so i don’t know if thats normal or if theres another way to do this hope you understand what i am saying. if not would like it if someone could explain alittle more detailed.

you should just get the pen tool (if you don’t know how to use this do a search! there are plenty of tutorials and threads about it) and draw a path like they show. You shouldn’t have any problems if you do that…
and as for another way to do that… theoretically you could just get a normal selection tool and draw the wiggly line, but later on you reuse the selection, so it really is more practical to do it this way (and it’s a good skill to know)
