Adobe after effects config

I have a pentium 4 - 3000 mhg ,2x 512 dual channel ddr,radeon 9800.I want to make after effects run as fast as possible on my computer-now it’s running very slow.I’ve been rendering a 27 sec movie with one effect in 2hours .Is this normal?I would apreciate any help
