[AE] Motion blur effect

If you look at this website http://www.md-extreme.pl/ and you choose full version, you will see a neat effect created with After Effects. This effect comes when you choose for a section f.e. “???” or “forum” of , could anybody explain to create this effect. I have tried it but nothing good comes up.
