Any idea how to make smooth vector outline from raster images?

[COLOR=black]I try to make something like this flash banner : [/COLOR]

[COLOR=black]( converting raster video to traced images )[/COLOR]
[COLOR=black]Using home made video footage (3 seconds) for my daughter waving here hands.[/COLOR]
[COLOR=black]I converted the avi to bmp sequences.[/COLOR]
[COLOR=black]Starting with the first image , I found that making a smooth outline for the entire character then filling separate parts of here body is not so easy as I thought :puzzle: , I tried to use several 3d party app. But did not make it well (maybe I don’t put the right parameters values):book: .[/COLOR]
[COLOR=black]I try to make it smooth and clean as I can.[/COLOR]
[COLOR=black]I spent 45 minutes in the first image and I still have 70images left !![/COLOR]
[COLOR=black]Do you have any idea to accomplish this work, my mind is completely blocked.:hangover: [/COLOR]
