Anyone know a good sound program?

hey, im looking for a good sound editing program. It doesnt have to be free, but i am only willing to spend up to $100. I need to be able to add effects, for example, I am doing this for flash animations, and i need to be able to modify voices in many ways. I dont know if its possible, but adding robot kind of sounds to it, or making it sound like a stormtrooper. can anyone help me? thanks
