A number of top flash sites have a wonderful background effect, in which the borders draw themselves, or the outline of the movie tweens in.
What is the way to create this? I tried very hard, but could not find any tutorial…maybe because i am not aware of the technical terms.
Is anyone able to share a tutorial, or some tips on how to do this??

but that´s exactly what you said: a lot of tweens.
mess around in flash, soon enough you´ll develop your tweening skills.

[EDIT] did you make the background of the avatar white? coz the one i made for you is transparent…
about the background thing: i don´t see any reason to have a tute on that subject. it will depend on how do you want to build your background and how good you are with tweens. there is little AS invoved (except for play & stop) :-\
