Flashworks

I guess the best place to put this is here. Ok i have a problem with fireworks MX. When i want to use the paint button it never works. I keep getting a circle with a line though it like a no smoking sign w/o the cig. I dunno if have to do something to the layer first or what not. Thanks for help in advance
