Yeah that’s a really vague question. You can make forums in Flash, I wouldn’t recommend it really. Sepiroth is a good place to start though.
Don’t try to do anything as complex as http://www.theory7.com . Their implementation is pretty complex.

That took me about two weeks or so of off and on work. It’s Flash with a PHP backend, using a MySQL database.
