Help>No Object Actions Panel

I have rt-clicked my button symbol then chose Actions;
I have chose Modify>Instance;
I have clicked on the arrow icon on lower right-side;
and I have dbl-clicked the button’s DOWN frame… but the Object Actions Panel does NOT appear. HELP!!!
