you can fake something in photoshop but it’s not going to look as good as a long-exposure photo.
Alternatively, you can use After Effects and 32bit files with motion blur to create light trails. Or use a ‘fake’ effect such as trapcode stroke (for After Effects)
Probably a digital with manual settings (something like a canon Digital Rebel). This way you could set what you need to set to create the long exposure shot. (i wouldn’t know what the settings are, but im sure the shutter speed was set reeeaaaalllly slow).
